put a seafile.ini in the users home:

[preconfigure]
PreconfigureDirectory = C:/Users/exaby/Seafile/seafile-data
PreconfigureUsername = mkeim@exabyte.systems
PreconfigureServerAddr = https://seafile.exabyte.systems
